“城市际性”论辩 | 隔离的城市际性与都市圈一体化

摘要: 单纯由政府推动的区域一体化,面临体制与条块分割、诸侯经济导致的地方性集体自私与公用地悲剧的挑战。不仅城市之间有制度隔离,而且城市内部也有体制隔离,仅从交通一体化与城市内部同质恶性竞争角度考察,城市际性视野下的都市圈一体化需付出极高的经济与制度成本,甚至时间与健康成本。城际间同城化被严重夸大,中短期内一体化实践依然只是一种美好设想。城市际性中隔离远大于融合,都市圈一体化发展有大量的制度藩篱需要拆除,政府应在促进制度与文化融合上多下功夫,在“让市场在资源配置中起决定性作用和更好发挥政府作用”基调下,充分释放市场活力。

Abstract: Regional integration, which is solely driven by the government, faces the tragic challenges of local collective-sel?shness and tragedy of the commons of systems and the vassal economy. In addition to the challenges of institutional segregation between cities, there is also an inter-city institutional segregation. Only from the perspective of the integration of transportation and homogeneous vicious competition within the city, the integration of the metropolitan area from the perspective of the interurbanity requires a high economic and institutional costs, and even time and health costs. The effect of urbanization has been greatly exaggerated, and the practice of integration in the short and medium term is still a good idea. There are a large number of institutional barriers in the integrated development of the metropolitan area. The government should work harder to promote institutional integration and cultural integration, thus fully release market elements power, under the keynote of “let the market play a decisive role in the allocation of resources and better play the role of the government” .
