Whole-process democracy”is the latest summary of socialist democratic politics with Chinese characteristics, and it is also the active exploration of human democratic practice and theory by the ChineseCommunists and the Chinese people.

Professor Zhu Lingjun believes that people’s democracy, in essence, belongs to the whole-process democracy. The party’s leadership and the people’s democracy are logically linked, so the promotion of the whole-process democracy is inseparable from the party’s leadership. Professor Sang Yucheng pointed out that under the guidance of the whole-process democracy theory, efforts should be made to carry out research and promotion at the meso and micro levels. Professor Shang Hongri thinks that Marx and Engels and other classical writers’ theory of democracy returns to the problem of people’s“creating the country”, while the whole process of democracy answers and will continue to answer the new issue of people’s“entering the country”. Professor Zhang Xianming examines the whole process of democracy from the perspective of responsibility politics, and believes that the construction of responsibility politics is conducive to improving the quality of the whole-process democracy. Professor Kong Fanbin emphasized that it is an effective way to realize the whole process democracy by embedding the whole process democracy into the agenda of public policy and realizing the organic unity of it and the optimization of public policy. Professor Cheng Zhuru believes that the System of People’s Congress is the main channel of the whole-process democracy practice, and the whole-process democracy can only be fully reflected in the practice of the People’s Congress performing its duties. It is realistic and experiential for people’s democracy to realize the whole-process democracy, so we should further improve the system of People’s Congress. Taking Minhang District of Shanghai as an example, professor Shangguan Jiurui analyzes the significance of participatory budget reform, and advocates that modern finance should not only follow the principle of rule of law, but also introduce democratic control mechanism, and implement it in all aspects, links and processes of public budget, so as to realize the whole-process democracy.
