摘要： 新中国文艺的发展深受当时文艺制度的影响。新中国文艺制度的初期建构，是在特定历史条件下对主导性文艺思想进行制度赋形的一场实践。解放区在延安文艺座谈会后形成的文艺范式，在新中国成立后被系统推广至全国，形成与国家行政制度紧密结合的文艺制度框架。该制度为主导性文艺思想提供了稳定的载体，有效巩固了文艺新秩序，推动了“新的人民的文艺”的传播与发展。然而，制度建构过程中内生的张力，使其在后续运行过程中持续面临挑战。从解放区到全国性文艺制度建构的实践，既展现了文艺制度建设的复杂性与历史限度，也为理解文艺与政治的深层关系提供了重要启示。

Abstract: The development of literature and art in New China was profoundly influenced by its literary and artistic institutions during that period. The initial construction of New China’s literary and artistic system represented a practical endeavor to institutionalize the dominant literary and artistic ideology under specific historical conditions. The literary and artistic paradigm that emerged in the liberated areas following the Yan’an Forum on Literature and Art was systematically extended nationwide after the founding of New China, forming a literary and artistic institutional framework closely integrated with the national administrative system. This framework provided a stable institutional foundation for the dominant literary and artistic ideology, effectively consolidating the new cultural order and facilitating the dissemination and development of the “new people’s literature and art”. However, the inherent tensions within the institutional construction process posed continuous challenges to its subsequent operation. The practice of institutionalizing literature and art from the liberated areas to the national level not only reveals the complexity and historical constraints of building a literary and artistic system but also offers valuable insights into the profound relationship between literature and art.
