摘要： 以环境正义和环境权益维护为理论关怀的区域/群体生态关系研究，长期秉持“受益圈·受害圈”的逻辑框架，揭示了环境问题中的不平等性。但这种建基于粗放型发展阶段的理论，已经很难解释中国当下生态文明建设实践中的毗邻关系。为此，基于对既有理论的反思和中国当下生态文明建设实践的考察，提出毗邻关系的新范式——生态受益圈·生态供给圈理论。通过导入时域尺度，将生态受益圈·生态供给圈分为分离型、松散关联型和高度关联型三种类型，借此可以重新理解高位推动的任务环境与互惠驱动的利益契合所构成的不同类型关系存在与变化的基本动力。这一理论范式立足发展正义基础上的环境正义，有助于推动毗邻地区持续构建以环境善治和绿色发展为目标的责任共担与利益共生关系。

Abstract: Research on regional/group ecological relationships, with a theoretical focus on environmental justice and the safeguarding of environmental rights and interests, has long adhered to the logical framework of the “beneficiary circle-victim circle”. Although this framework reveals the inequality in environmental issues, the theory, which is based on the extensive development stage, has become difficult to explain the adjoining relationships in China’s current ecological civilization construction practice. Based on reflections on existing theories and an investigation of China’s current ecological civilization construction practice, this study proposes a new paradigm for adjoining relationships-the theory of the zone of ecological benefit and zone of ecological supply. By introducing temporal scales, the relationship between the zone of ecological benefit and the zone of ecological supply can be divided into three types: separated, loosely associated, and highly associated. This enables a re-understanding of the fundamental driving forces behind the existence and changes of different types of relationships, which are composed of the task environment driven by high-level promotion and the interest alignment driven by mutual benefit. This theoretical paradigm, grounded in environmental justice based on developmental justice, helps promote the continuous construction of a relationship of shared responsibility and symbiotic interests among adjoining regions, aiming at environmental good governance and green development.
