摘要： 随着中国国家治理体系的逐步完善，信访作为一项重要的制度，其功能与作用不断获得人们的认同。在信访制度演化过程中，政治原则、法治理念与治理功能这三重价值面临着调适与平衡。党的十八大以后，信访制度在坚守政治属性基础上，稳妥回应法治建设要求，实现了历史性突破——《信访工作条例》作为新时代信访制度改革与调整的集大 成者，达成了党内法规与行政法规一体两面的并“规”，为信访（工作）法治化提供了基 础性支撑。未来，信访改革同时面临着群众路线与情感治理的制度化问题，这也是进一 步推动良法善治、释放情感力量的题中应有之义。

Abstract: As China’s national governance system has gradually improved, the Xinfang system, as an important institutional component, has continuously gained recognition for its functions and roles. It has become a carrier forpeople’s democracy throughout the entire process and a facilitating mechanism for Chinese-style modernization. During the evolution of the Xinfang system, the three values of political principles, the concept of the rule of law in Xinfang work, and governance functions have faced adjustment and balance. After the 18th National Congress of the Communist Party of China (CPC), the Xinfang system, while adhering to its political attributes, has steadily responded to the requirements of the rule-of-law construction, achieving a historic breakthrough. The “Regulation on Xinfang Work”, as a comprehensive achievement of the reform and adjustment of the Xinfang system in the new era, has achieved the integration of intra-party regulations and administrative regulations, providing fundamental support for the legalization of Xinfang work. In the future, Xinfang reform also faces the institutionalization issues of the mass line and emotional governance, which is also an inherent requirement for further promoting good law and good governance and releasing emotional power.
