AI Bureaucracy: Bureaucracy and Document Governance in the Post-Weberian Era

摘要:

在后工业社会的复杂治理中,工业文明孕育的韦伯式官僚制,因人类的有限理性与制度刚性正面临效能衰减与价值异化问题。算法官僚通过规则编码实现流程自动化,却陷入了情境剥离与技术刚性的困境。而人工智能的技术特性与官僚制价值内核存在深刻契合,依托大语言模型突破人类认知局限,展现出知识涌现与自主进化的能力,推动治理从机械效率向动态适应性跃迁。AI 官僚通过深度学习突破人类有限理性,以动态知识图谱实现规则的情境适配,借助自然语言处理推动文书治理从形式合规转向实质效用,构建动态治理的责任框架,发展人机协同的交互界面。人工智能有望为破解官僚制现代性困境开辟实践进路,既释放人工智能的计算效能,又保留人类官僚的价值载重,最终构建一个兼具工具理性之精度与价值理性之温度的治理新秩序。

Abstract:

In the complex governance of the post-industrial society, the Weberian bureaucracy nurtured by industrial civilization is facing the problems of efficiency decline and value alienation due to human bounded rationality and institutional rigidity. Algorithmic bureaucracy realizes process automation through rule coding, but it falls into the dilemma of context stripping and technological rigidity. There is a profound fit between the technological characteristics of artificial intelligence and the core values of bureaucracy. AI bureaucracy breaks through human bounded rationality through deep learning, employs dynamic knowledge graphs for contextual rule adaptation, and employs natural language processing to transform document governance from mere formal compliance into substantive utility. By creating dynamic accountability frameworks and advancing human-machine collaborative interfaces, AI offers a promising solution for resolving the bureaucratic dilemmas of modernity. By unlocking the potential of computational precision while preserving the humanistic values inherent in bureaucracy, AI bureaucracy could establish a new diagram of governance that harmonizes the rigor of instrumental rationality with the warmth of value rationality.
