摘要：
信息是影响国家治理的关键变量，信息活动构成国家治理的重要组成部分，具体的治理活动与信息当量是相互匹配的。国家治理既要通过普查登记来采集和加工全局性或整体性信息，也需要通过“摸清底数”来获得个别化或细节性信息。“摸清底数”工作主要是通过人工作业，获得关于社会事实的“底数”信息，补充或修正既有的“基数”信息，从而可以看到个体单位及细节。这就有了使国家治理运行起来的含义，即实现了从整体事实到个别事实的切换，从国家治理到基层治理的下沉，从决策环节到执行环节的落地。“摸清底数”具有灵敏快捷的优势，也具有适配动态情况和复杂任务的能力，成为现代国家治理灵活方便的信息机制。推进国家治理现代化必须聚焦粗糙而不均匀的事实，及时部署和落实“摸清底数”工作，动态推进信息的持续再生产，提高治理活动的适应性、适配性和精准性。

Abstract:
The work of “grasping the fundamentals” primarily employs manual operations to obtain “fundamental” information about social facts, supplementing or revising existing “baseline” information, thereby enabling visibility into individual units and granular details. This is what makes national governance operational: it enables the switch from general facts to individual facts, the decentralizationfrom national governance to grassroots governance, and the transition from decision-making to implementation. “Grasping the fundamentals” .
