摘要: 21 世纪以来,全球化进程和信息通信技术发展深刻地改变了全球人才的概念内涵、流动路径与集聚方式。区别于传统研究范式中人才线性、点对点流动模式,全球人才流动与集聚的新范式将全球人才置于一个发达的全球人才网络,基于全球人才与全球人才网络节点城市的互动关系,特别是全球城市这个载体进行系统考虑。全球城市流动空间能级与制度环境水平,成为全球人才流动与集聚的核心驱动因素,也是未来打造全球人才高地配套改革的重点领域。

Abstract:  Since the twenty ?rst century, the globalization process and the development of information and communication technology have profoundly changed the connotation, ?ow path and agglomeration mode of global talents. Different from the linear and point-to-point ?ow pattern of talent in the traditional research paradigm, the new paradigm places global talent research into a developed global talent network for systematic consideration. Based on the interaction between global talent and global talent network node cities, a new paradigm of global talent ?ow and agglomeration is constructed. The level of mobile space and institutional environment of global cities has become the core driving factor of global talent mobility and agglomeration, and also the key area of future reform to build a global talent highland.
