摘要: 2025年7月的中央城市工作会议将“着力建设安全可靠的韧性城市”列为重点任务,并强调要“牢牢守住城市安全底线”,这对基层应急管理能力建设提出了新要求。党的十八大以来,各方持续 推动应急管理工作力量下沉、保障下倾、关口前移,基层应急管理能力建设取得显著成效。与此同时,当前基层应急管理薄弱环节还比较多,组织架构不完善、人员配备有缺失、专业设备不到位等问题不同程度存在。为此,2024年9月21日,中共中央办公厅、国务院办公厅印发了《关于进一步提升基层应急管理能力的意见》。对标《意见》和中央城市工作精神,基层应急能力建设迫切需要按照“韧性城市”的总体要求,改变传统管理模式,从体系和能力建设两个层面入手,增强事前预防意识,探索一种韧性治理的新模式。本期特邀三位专家就“韧性城市与基层应急管理能力建设”这一主题展开探讨,希望对探索中国特色城市现代化新路有所助益。

Abstract: The Central Urban Work Conference in July 2025 will prioritize the construction of safe, reliable, and resilient cities, and emphasize the need to firmly guard the bottom line of urban safety. This has put forward new requirements for the construction of grassroots emergency management capabilities. At present, there are still many weak links in grassroots emergency management, such as incomplete organizational structure, lack of personnel allocation, and inadequate professional equipment, which exist to varying degrees. The construction of grassroots emergency response capabilities urgently needs to follow the overall requirements of “resilient cities”, change the traditional management mode, start from the two levels of system and capacity building, enhance pre-prevention awareness, and explore a new model of resilient governance.
