摘要： 基于对人工智能（AI）和社会工作服务本质的比较分析可以看到，AI 应用作为时代趋势为社会工作服务水平提升带来机遇，AI 赋能社会工作在提升社会工作服务的效率和质量、 降低服务门槛和减少人为偏差等方面具有显著优势。但 AI 应用不是也不可能替代后者， 原因在于：社会工作服务可以与服务对象深度共情、提供复杂情境的伦理判断，进而在 主动维护社会正义、消除算法偏见、提升服务对象心理韧性方面发挥重要作用。与此同时， 社会工作服务实践中AI的应用也面临诸多挑战，包括AI应对复杂社会现象的技术局限性， AI 应用中存在伦理与法律风险、信任危机以及守护人（案主）的主体性不足等。新时代基 于推动社会工作高质量发展的需要，应通过 AI 加持或赋能实现二者的优势互补、有机结 合，包括但不限于借助 AI 不断拓展社会工作的传统界限，推动全领域、全流程“AI+ 社 会工作”标准化建设，构建“AI+ 社会工作”服务新范式，强化社会工作从业人员的专 业 AI 能力建设等，促进社会工作服务迈向“新生”。

Abstract: Based on a comparative analysis of the essence of artificial intelligence (AI) and social work services, it can be seen that the application of AI, as a trend of the times, brings opportunities for the improvement of social work services. AI-empowered social work has significant advantages in enhancing the efficiency and quality of social work services, lowering service thresholds, and reducing human biases. However, AI application cannot and will not replace social work services. The reasons are as follows: Social work services can deeply empathize with service recipients and provide ethical judgments in complex situations, thus playing a crucial role in actively maintaining social justice, eliminating algorithmic biases, and enhancing the psychological resilience of service recipients. Meanwhile, social work service practices also pose challenges to AI applications, including the technical limitations of AI in dealing with complex social phenomena, ethical and legal risks in AI applications, trust crises, and the insufficient subjectivity of the guardians (clients). To promote the high-quality development of social work in the new era, we should achieve complementary advantages and organic integration between the two through AI empowerment. This includes, but is not limited to, continuously expanding the traditional boundaries of social work with the help of AI, promoting the standardization of “AI + social work” across all fields and throughout the entire process, constructing a new service paradigm of “AI + social work”, and strengthening the professional AI capabilities of social work practitioners, so as to propel social work services towards a “rebirth”.
