The big data revolution has created remarkable economic value and governance impacts, but it also faces dilemma for social justice. The big data has social nature and computing nature, while they interweave to construct different ethical dimensions of big data. The current big data ethical research focuses on privacy protection, data security, reducing algorithm discrimination and other minimum ethical dimensions, but ignores the higher ethical demands to promote social development, resulting in the uneven distribution of digital technology, resources and opportunities between regions and groups. Meanwhile, big data systems, with a chain of flawed data generation, data sorting, data analysis to information dissemination, has automatically distorted social opinions and interests, which will further exacerbate the existing inequity and discrimination in social systems. In order to tackle the mismatch between big data and social development, there is a need to promote the balanced development of informational technical infrastructure to eliminate the digital gaps among social groups and geographies. It is equally important to leverage a responsible data revolution to spur social transformation in cooperation and innovations.
