治理的界面与界面的治理|界面治理的操作性逻辑——以网格化管理及其改革为例

Operational Logic of Interface Governance: Taking Grid Management and Its Reform as an Example

摘要:

界面是人类实践活动的重要工具,具有简便和准确等技术优势,在社会各领域中都得到了广泛的应用。通过划定区域或边界的方式来实施社会治理,形成了大小不同和形状各异的治理界面。治理界面是治理要素存在和互动的场所,也是组织和实施治理活动的舞台。网格化管理是治理界面设计的典型实践,推动了社会治理的有序化和确定性,但也暴露出界面冗杂化、信息弥散化、资源分散化以及运作区隔化等问题。当前各地政府推行多格融合改革的主要目的是进行界面整合,具体就是要通过明确界面任务、厘清界面边界、协调界面主体、明晰界面权责和联通界面信息,以实现高效的治理。基层治理既需要设计尺度适当的界面,根据界面的技术原理来优化治理活动,也要注意把握界面治理的约束和限度,防止对划格治理的过度依赖,避免丧失治理工具选择和创新的想象力。

Abstract:

Interface is a crucial tool for human practical activities, possessing technical advantages such as simplicity and accuracy, and has been widely applied in various fields of society. Social governance is implemented by delineating areas or boundaries, forming governance interfaces of different sizes and shapes. The interface for governance is the place where governance elements exist and interact, as well as the stage for organizing and implementing governance activities. Grid management is a typical practice of governance interfaces, promoting the orderliness and certainty of social governance, but also exposing issues such as cluttered interfaces, dispersed information, fragmented resources, and segregated operations. The main purpose of the multiple grids integration reform implemented by local governments is to integrate interfaces, specifically to achieve clear interface tasks, clarify interface boundaries, coordinate interface subjects, clarify interface rights and responsibilities, and connect interface information, in order to achieve effective governance. Grassroots governance not only requires designing interfaces with appropriate scales and optimizing governance activities based on the technical principles of interfaces but also being cautious of the constraints and limitations of interface governance, avoiding excessive reliance on grid governance, and preventing the loss of imagination for governance tool selection and innovation.
