National information ability is the ability of a country to absorb, process and utilize information. In the digital age, the improvement of national information ability promoted by technological revolution has expanded the depth and breadth of national understanding of the basic facts of nature and society, and effectively responded to the information problems within modern countries and between countries and the society. However, considering the limitations in the current development of national information capacity, it can be found that the time difference of information extraction, the complexity of information processing and the one-dimensionality of information transfer make the national information capacity not necessarily present the ideal governance efficiency, but may lead to the neglect of specific situations and factual details of local governance. Therefore, while promoting the improvement of national information capacity, we should also pay attention to local knowledge and face up to the value of local knowledge that cannot be standardized in complex governance fields. On this basis, building a bottom-up feedback channel of knowledge, constructing a local participation mechanism of information collection and improving the tolerance of local independent actions have become the reference path choices for coordinating national information capacity building and local knowledge absorption.
