摘要： 城市化、智能化及其深层互嵌正在深刻地改变世界、改变中国。城市与技术的互嵌既有正向效应，也有负向效应。能否保持人性与技术的合理张力，将深刻决定城市化、智能化及其互嵌的文明属性、发展质量。关键在于，如何打破技术与城市相互制约的“静态生态”，进入相互激活的“动态生态”。“适度的文明”与“在轨的野蛮”同在，文明与野蛮之间存在合理张力，这对现代城市具有重要意义。改革开放以来，我国城市化进程同新技术特别是媒介技术（从信息化、数字化到智能化）的迭代发展有着对应关系。城市中国与智能中国的良性互生，内含着具有世界意义的重要经验：注重技术、城市进步同社会整体组织与运行的良性互动，同我国文明特质的共生、共进，坚持技术与城市发展的公共性、人民性。智能时代的城市中国也面临一些挑战，面向未来的智能中国、城市中国，既需要尊重技术进步的优先性、相对独立性，也需要对技术创新与运用进行合理的组织、规范，并不断建构有中国特质的空间文明、市场文明、秩序文明。

Abstract: Urbanization, intelligent development, and their profound interdependence are profoundly reshaping the world and transforming China. The interplay between cities and technology produces both positive and negative effects. The ability to maintain a reasonable tension between humanity and technology will fundamentally determine the civilizational attributes and development quality of urbanization, intelligent advancement, and their interdependence. The key lies in breaking the “static ecosystem” where technology and cities mutually constrain each other and entering a “dynamic ecosystem” where they mutually activate each other. The coexistence of “moderate civilization” and “on-track barbarism”, along with a reasonable tension between civilization and barbarism, holds significant meaning for modern cities. Since the reform and opening-up, China’s urbanization process has been in correspondence with the iterative development of new technologies, particularly media technologies (from informatization and digitization to intelligence). The virtuous interplay between Urban China and Intelligent China embodies globally significant experiences: emphasizing the positive interaction between technological and urban progress and the overall organization and operation of society; coexisting and advancing with the distinctive traits of Chinese civilization; and upholding the public and people-oriented nature of technological and urban development. Urban China in the intelligent era also faces challenges. Looking ahead, both intelligent China and an urban China must respect the priority and relative independence of technological progress while rationally organizing and regulating technological innovation and application. This requires continuously building spatial, market, and orderly civilizations with distinctly Chinese characteristics.
