摘要: 关于数字技术对国家能力的影响,既有研究陷入技术赋能泛化的讨论,即没有详尽阐明哪些主体会被赋能及其具体过程。数字技术嵌入国家治理之中,带来的一个显著影响是信息的流动以及主体间权力的再分配。因此,数字技术重塑国家能力的过程分析可以从信息流动、控制权转移以及权力再分配的视角加以考量。数字革命释放了信息的流动性。不同治理主体围绕信息的占有展开争夺,塑造了以信息为基础的权力再分配结构。数字革命重塑国家信息能力,其过程体现为纵向政府间、国家与社会间以及国家与市场间围绕信息展开激烈争夺,形成流动的信息控制权。不过,数字技术对不同主体的赋能效应是不均衡的。因此,数字时代的国家信息能力建构需要实现国家自主性、基层能动性、社会自发性与市场创新性的动态均衡,以建设一个平衡型国家。

Abstract: Regarding the role of digital technology in state capacity, research has fallen into a generalized discussion of technological empowerment, without clearly elucidating which entities will be empowered and what the mechanisms of empowerment are. With digital technology embedded in national governance, a significant impact is the flow of information and the redistribution of power among entities. Therefore, the analysis of how digital technology reshapes state capacity can be considered from the perspectives of information flow, transfer of control, and redistribution of power. Specifically, the digital revolution has unleashed the flow of information. Different entities engage in fierce competition for information ownership, shaping power dominance and redistribution structures based on information. The digital revolution reshapes state information capacity, through a process that involves intense competition for information among vertical governments, between the state and society, and between the state and the market, forming the flow of information control power. However, the empowering effects of digital technology on different entities are uneven, demonstrating a distinct differentiated empowerment effect. Therefore, the construction of state information capacity in the digital age needs to achieve a dynamic balance of state autonomy, grassroots agency, societal spontaneity, and market innovativeness, in order to build a balanced state.
