摘要： 基层治理创新是关乎基层治理体系和治理能力现代化的重要因素。部分地区的创新策略偏离了基层治理创新的基本目标，创新经验不再服务于实际问题的解决。“大循环”的知识生产路径促成创新有效，关键在于创新行为的全过程始终以解决问题为主轴，在具体实践中不断磨合、验证、充实和完善创新方式，并没有固化为某种特定的理论框架或实践体系。“小循环”的知识生产路径导致创新失效，关键在于过分相信理论体系的顶层建构逻辑，并赋予其过高的价值期望。价值色彩较强的理念架构，遮蔽了现实产生的逻辑，使创新行为无法触及基层治理的问题根源。过渡性中间状态的制度化，特殊创新经验的跨域移植复制，以及上级创新体系的指标转译缺失，都可能促成基层治理创新的知识生产路径转入“小循环”。恢复基层治理创新有效性，需要破除概念理论和演绎式体系对创新行为的宰制。

Abstract: Grassroots governance innovation is a crucial factor in the modernization of the grassroots governance system and capabilities. However, innovation strategies in some regions have deviated from the fundamental goals of grassroots governance innovation, as innovative experiences no longer serve the purpose of solving practical problems. The knowledge production path of the Macro-Cycle contributes to effective innovation primarily because the entire innovation process remains consistently oriented towards problem-solving. Conversely, the knowledge production path of the Micro-Cycle leads to innovation failure primarily due to an excessive belief in the logic of top-down theoretical system construction and the assignment of overly high value expectations to it. The institutionalization of transitional intermediate states, the cross-regional transplantation and replication of specific innovative experiences, and the lack of translation of higher-level innovation system indicators can all contribute to steering the knowledge production path of grassroots governance innovation into a Micro-Cycle. Restoring the effectiveness of grassroots governance innovation requires dismantling the domination of conceptual theories and deductive systems over innovative actions.
