摘要： 作为应急管理的启动者和主导者，执政党的政治领导、组织动员和资源统筹能力本身 就是危机处置能力的核心要素。在新冠肺炎疫情防控过程中，党的全面领导的政治优 势和社会主义集中力量办大事的制度优势有机结合，为坚决打赢疫情防控的人民战争 奠定了坚实的政治基础。同时，政党能力及其“支撑结构”在疫情防控过程中暴露出 一些短板和不足，如中央—地方—基层组织的能力递减，政党、国家、社会之间的协 同度不够，部分党员干部防范化解危机的本领不强等。完善党对重大疫情防控的全面 领导制度机制，以新时代党的建设为抓手，不断优化政党能力的“支撑结构”，推动 政党危机处置能力的常态化和长效化建设，切实将党的全面领导的政治优势转化为“新 型举国体制”的风险治理效能，是新时代执政党能力建设的战略路径。

Abstract: In the national governance paradigm, as the initiator and leader of the emergency management system, the core element of crisis management is the capacity of political leadership, organization and mobilization as well as resource coordination. During the prevention and control of COVID-19, the political advantage of the CPC’s leadership and the institutional strength of socialism have laid a solid political foundation to win the battle against the epidemic. Meanwhile, some shortcomings and de?ciencies have been exposed in the process of epidemic prevention and control, such as the declining abilities of the central, local and basic organizations, the deficiency of coordination among state, party and society as well as the poor ability of crisis management. Taking the great project in the new era as the starting point, the CPC should improve the leadership system for the epidemic prevention and control, optimize the “support structure” of its competence constantly and promote the normalization and long-term construction of crisis management. It is the strategic path of the CPC in the new era that to transform the political advantage of the leadership into the risk management e?ectiveness of the “new national system”
