优质高中名额再分配——“阶层混合”的政策实验与教育公平的倒逼机制

摘要:

上海市教育部门近日发布的以优质高中“名额到校又到区”为中心点的中招最新方案,延续了中国教育部门自21世纪初以来的持续推动优质高中将部分招生名额进行分配的改革方向,并为其注入了新的活力,在社会引发广泛热议。既有的文献及社会上对优质高中名额分配公平性的讨论存在不少争议,需要强调的是,在基础教育问题上,不能只考虑机会公平,也要考虑结果公平;不基于补偿性原则逆向扶持相对弱势群体,难以减少结果不公平。上海中招新政的意义在于,通过对升学“出口”进行管制干预,倒逼生源相对均衡分布,从而探索出一条提升教育公平性的新路。而优质高中“名额分配”改革,本质上是一次“阶层混合”的政策干预实验,具有增进社会融合的潜力。

Abstract:

The latest enrollment plan of middle school in Shanghai, which takes“quota to school and to district”as the central point, has aroused wide public debate. The significance of the new policy lies in that it forces the relatively balanced distribution of students through the regulation and intervention of the“export” of further education, so as to explore a new way to improve the fairness of education. The reform of“quota allocation”in high-quality high schools is essentially a policy intervention experiment of“class mixing”, which has the potential to promote social integration.
