摘要：
现代化转型推动都市社会形态发生整体性变迁，都市公共生活越来越陷入一种“不确定性”的情境中，使得公共信任内蕴的“确定性—不确定性”张力不断激化，外部取向的公共信任危机开始向内部自生的公共信任风险演变。“不确定性”提供了理解都市公共信任风险生成和演化的重要视角。都市公共生活中，全面增长的客体外在不确定性因素致使都市公共信任风险去边界化增长，主体内在不确定性的蔓延使得公共信任风险呈现出明显的内在化趋势，而情境知觉不确定性的持续再生则推动公共信任风险步入再生产状态。对此，亟需以“不确定性”为导向，展开都市公共信任治理。在公共性培育的基础上重建专家系统信任，并通过主体整合推进公共信用体系建设，重塑公共信任的存在形态。

Abstract:
The modernization process has led to an overall transformation in the shape of urban society,
which has led to a situation of“uncertainty”in urban public life. The“certainty-uncertainty”tension inherent
in public trust is intensifying, and the externally oriented public trust crisis is evolving into an internally
generated public trust risk.“Uncertainty”provides an important perspective to understand the generation
and evolution of urban public trust risk. In urban public life, the overall growth of external uncertainty of the
object leads to the de boundary growth of urban public trust risk. The spread of internal uncertainty of the
subject makes the public trust risk show an obvious internalization trend, and the continuous regeneration of
situational perception uncertainty promotes the public trust risk into a reproduction state.We need to rebuild the
trust of expert systems based on the cultivation of publicness and promote the construction of a public credit system through the integration of subjects, reshape the existence of public trust.
