摘要： 数智治理已成为当前我国社会治理现代化改革的重要内容。要推动这一新型治理模式纵深化发展，不仅需要持续推进技术创新，也需要构建复杂支持体系，尤其是构建数据深度加工的意义识别共同体、跨学科跨领域深度互动的知识共同体以及基于场景构建的数实融合共同体。新一轮数智治理改革需要打造多方参与、激励兼容的数据共享与协同开发模式，推动高质量学科交叉和科学研究范式重塑，深度探索数智场景研发中的公众参与新范式并优化数智治理生态体系。

Abstract: Digital-intelligent governance has become an important part of the current modernization reform of social governance in China. To promote the deepening development of this new governance model, it is not only necessary to continuously promote technological innovation, but also to construct a complex support system, especially to build a community for identifying the meaning of deep data processing, a knowledge community of deep interaction across disciplines and fields, and a digital-physical integration community focused on scenario building. The new round of digital-intelligent governance reform must establish a multi-stakeholder, incentive-compatible framework for data sharing and collaborative development, promote high-quality interdisciplinary research and reshape scientific paradigms, deeply explore new paradigms of public participation in the development of digital-intelligent scenarios, and optimize the overall ecosystem of digital-intelligent governance.
