“Metaphor of the Cave”: The Logic of the Ledger under China’s Governance Scenario

摘要:

台账治理是在中国治理场景下政府以文本记录、资料留存等方式开展组织活动、实施上级政策、进行社会治理的文本性环节,其本质是科层管理的技术化应用。宏观上,台账呈现与国家偏好有关,技术与事实的交互程度、数据与信息的覆盖面决定了台账的整体框架;中观上,台账治理技术嵌入科层体制,规范了“输入端”与“输出端”,形成一套标准的程序化语言,决定了台账的中观框架;微观上,作为台账内容的汇编者,基层单位的行为在技术理性、免责压力、表演思维下发生了扭曲,造成台账与事实间的分离。面对台账治理技术在府际管理中的不可替代性,必须警惕“洞穴之喻”的陷阱,避免技术治理陷入片段式决策、对基层政府留痕的全面依赖以及“观图表演”的应用困境。

Abstract:

Ledger governance is a textual link in which the government conducts organizational activities, implements higher-level policies, and conducts social governance through text records and data retention in the context of Chinese governance. Its essence is the technical application of bureaucratic management. From a macro perspective, the presentation of the ledger is related to national preferences. The degree of interaction between technology and facts, and the coverage of data and information determine the overall framework of the ledger. From a mesoscopic view, the ledger governance technology is embedded in the bureaucratic system, regulates the“input end”and“output end”, forms a standard programming language, and determines the mesoscopic framework of the ledger. From a microscopic view, the content compiler of the ledger is a grass-roots unit, and its behavior is distorted under technical rationality, pressure of exemption, and performance thinking, which causes the separating between the ledger and the facts. Faced with the irreplaceability of ledger governance technology in government management, it is necessary to warn the trap of the“metaphor of the cave”to avoid technical governance falling into fragmented decision-making, full reliance on grass-roots government traces, and the application dilemma of“viewing pictures”.
