摘要:

在国家—市场—社会的权力结构变迁趋势中,权力不断向市场流散,互联网平台加速了这种进程。平台具有赋权属性,平台拥有者拥有权力。平台权力来源于基础设施媒介化和媒介基础设施化两大相互强化的逻辑,其最突出的社会效果是消减了国家政府权力,限缩了个人和社会的权力,而扩大了以私营企业为主体的市场部门的权力。在对国家政府权力的消减过程中,原本属于政府的公共权力部分转移到私营企业手中,此过程同时表现为国家内部的公共权力“私有化”和国际层面的国家主权“协商化”。经过不均衡赋权,平台成为新的社会权力中心,一种以市场—国家二元主导的新权力结构在线上平台社会中已经清晰可见,并将对未来社会的权力形态产生深远影响。面对越来越紧迫的挑战,数字时代亟需一种新的治理精神,以应对权力转移带来的新社会结构变化。

Abstract:

In the changing trend of state-market-society power structure, power is continuously dispersed to the market, and the internet platform has fueled this process. The platform has the nature of empowerment, and the platform owner has power. The platform power comes from the two mutually reinforcing logics of infrastructuralization of media and mediatization of infrastructure. Its most prominent social effect is to dissolve the power of government, limit the power of individuals and society, and expand the power of market sector with private enterprises as main body. In the process of dissolving the power of the government, part of the public power originally belonging to the government is being transferred to private enterprises. This process is manifested in the“privatization”of public power within the country and the“being negotiated”of nation-state sovereignty at the international level. After unbalanced empowerment, the platform has become a new social power center. A new power structure dominated by market-state dually has emerged visibly in the online platform society, and will have a far- reaching impact on the power form of the future society. Facing more and more urgent challenges, the digital age urgently needs to call for a new governance spirit to deal with the new social structure changes brought by power diffusion.
