Politics of Knowledge: Knowledge Production and Utilization in National Governance

摘要:

知识被视作现代社会构建及其运行的核心要素,相对于知识社会学、知识经济学而言,知识政治学的发展相对缓慢:一方面缺少具有学科自觉的纲领性议程,理论脉络零散而缺乏基本共识;另一方面讨论层次偏重于实践性方案,未能对丰富的知识现象形成政治逻辑层面的总结。国家治理既要对不同主体的知识类型进行整体性考虑,又要根据不同知识类型的异质性特征设计针对性调用方式。根据调用目的与情境的不同,国家治理的知识调用逻辑可以分为合法性逻辑、适应性逻辑、确定性逻辑与回应性逻辑,这四种逻辑在优化治理过程与方式、提升治理目标与效果的治理需求中有差异性体现。知识政治学需要明确知识在治理研究中的核心地位,尤其需要把握数字时代知识政治丰富的研究机遇,为解释国家治理现代化的实践提供新的理论视角。

Abstract:

Knowledge is considered a fundamental element in the construction and operation of modern society. Compared to the sociology of knowledge and knowledge economics, the development of politics of knowledge is relatively limited. National governance requires a holistic consideration of the knowledge types of different entities, as well as designing targeted invocation methods based on the heterogeneity characteristics of different knowledge types. According to the different purposes and contexts, the knowledge call logic of national governance can be divided into legitimacy logic, adaptability logic, determinism logic, and responsiveness logic. These four types of logic are differently reflected in the governance needs of optimizing governance processes and methods, and improving governance goals and effects. In short, politics of knowledge needs to clarify the core position of knowledge in governance research, especially in seizing the rich research opportunities of knowledge politics in the digital age, and providing a new theoretical perspective for explaining the practice of modernization of national governance.
