摘要:

在新兴发展中国家对全球经济贡献度增加的同时,一些国家和地区的保守主义、单边主义有所抬头,国际社会迫切要求创建更加有效的兼顾效率与代表性的全球经济治理新机制。2020年以来,新冠肺炎疫情全球大暴发导致各国经济受到重创,在多种背景下,致力于以多边合作形式合力应对疫情及全球经济收缩带来新挑战的RCEP于2020年底落地。RCEP的建立对于全球经济治理机制改革、推进国际投资规则演变和提振经济全球化信心具有划时代意义。对中国而言,加入RCEP是构建国内国际双循环相互促进的新发展格局的重要战略。中国应从国内FTZ与国外FTA联动、中国既有的FTA与RCEP联动、RCEP与“区中区”联动三个战略层级出发,确定“双自”联动下的贸易战略方向,建立“双自”联动机制,提升以中国(上海)自由贸易试验区临港新片区为首的中国FTZ建设内涵,加快打造社会主义现代化建设引领区,抓住新一轮对外开放机遇,不断增强中国综合国力和国际“话语权”。

Abstract:

While the contribution of emerging developing countries to the global economy has increased, conservatism and unilateralism in some countries and regions have risen. The international community urgently calls for the creation of a more effective new global economic governance mechanism that takes into account efficiency and representativeness. In a variety of contexts, RCEP, which is committed to working together in the form of multilateral cooperation to deal with the new challenges posed by the epidemic and global economic contraction, came into force at the end of 2020. For China, joining RCEP is an important strategy to build a new development pattern.
