摘要:

全球化与区域化催生了全球性问题和区域性问题,为应对不同层次的一体化进程中产生的问题,全球治理与区域治理应运而生。全球问题的区域化和区域问题的全球化使得全球治理与区域治理紧密互动,其中发挥最重要作用的行为主体依然是大国。大国在两者的互动中扮演三大领导角色:直接领导,大国自主倡导和推动实施区域机制建设和制度安排;间接领导,大国需要通过在区域机制或全球机制中发挥重要作用,间接推动区域治理与全球治理的互动;共同领导,大国在平等协商对话的基础上共同倡导和推动合作机制建设。大国的三大领导角色能够促进区域治理、全球治理以及两者的正向互动,但大国之间的直接排他、联合排他以及间接排他的三大竞争角色也使得大国陷入竞争性区域主义的负面治理局面,其根源在于权力之争、利益之争和理念之别,新大国协调可能是大国突破困境的最佳选择。湄公河区域治理的典型案例显示了区域治理与全球治理互动中上述大国角色的经验合理性。

Abstract:

Globalization and regionalization have given birth to global and regional problems. In order to deal with the problems arising from the integration process at different levels, global governance and regional governance have emerged as the times require. The major powers play three major roles in the interaction between the global governance and regional governance: Direct leadership, where major powers independently advocate and promote the implementation of regional mechanism construction and institutional arrangements; indirect leadership, major powers need to indirectly promote regional governance by playing an important role in regional or global mechanisms interaction with global governance; joint leadership, major powers jointly advocate and promote the construction of cooperation mechanisms on the basis of equal consultation and dialogue. The three major roles can promote regional governance, global governance, and the positive interaction between the two, but the direct exclusivity, joint exclusivity and indirect exclusivity roles among great powers also lead into the negative governance situation of competitive regionalism.
