摘要: 基于儒家文化与中国实践提出的贤能政治,强调选拔任用那些德才兼备、富有耐力的贤能者担任政治领袖,并希望发展出垂直民主尚贤制的独特模式,引起全球学者的关注,也受到不少批评。批评主要集中在两个方向:一是围绕贤能政治概念本身,指出概念建构的偏误与比较对象的错误;二是围绕民主合法性问题、制度实现问题以及文化适应性问题展开质疑。为此,有必要对贤能政治概念进行重新审视,在此基础上澄清贤能政治的合法性来源、制度实践安排、文化适应性的实现。当代新加坡成功地从上述三个方面实现了贤能政治与民主政治的良善结合,进一步佐证了贤能政治的可能性。

Abstract:
Political meritocracy, rooted in Confucian culture and Chinese practice, advocates for the selection and appointment of individuals who possess both moral integrity and competence, along with endurance, to serve as political leaders. It aspires to develop a unique model of vertical democratic merit-based governance. This idea has garnered global scholarly attention but has also faced substantial criticism. The criticisms mainly center on two aspects: first, the biases in the conceptual construction of political meritocracy and the errors in its comparative objects; second, questions regarding democratic legitimacy, institutional realization, and cultural adaptability. In response, it is necessary to re-examine the concept of political meritocracy and, on this basis, clarify the sources of its legitimacy, institutional practical arrangements, and the realization of cultural adaptability. Contemporary Singapore has successfully achieved a harmonious integration of political meritocracy and democratic politics in the aforementioned three aspects, further substantiating the possibility of political meritocracy.
